The Pipeline and Hazardous Materials Safety Administration (PHMSA) is amending the hazmat regulations to revise certain requirements applicable to the manufacture, maintenance, and use of DOT and MC specification cargo tank motor vehicles, DOT specification cylinders, and UN pressure receptacles.

The most significant amendment adopted in the final rule addresses a safety issue identified by the National Transportation Safety Board (NTSB) concerning the transportation of compressed gases in cylinders mounted on motor vehicles or in frames, commonly referred to as tube trailers, according to the information published in the Federal Register April 9.

The final rule (49 CFR Parts 171, 173, 176, 178, and 180) also addresses cargo tank testing and inspection related to certain pressure relief valves. The rule becomes effective May 11, 2009.
