The Pipeline and Hazardous Materials Safety Administration (PHMSA) Web site contains written clarifications of the hazardous materials regulations (49 CFR Parts 100-185).

The clarifications are categorized in the form of interpretation letters that can be searched by subject. PHMSA said these letters reflect the agency's current application of the regulations to the specific facts presented by the person requesting the clarification.

Clarification subjects posted in February include registration of DOT specification cargo tank motor vehicle repairers, inspectors and testers in Canada; operation of a transloading facility on the property of a rail carrier where the lading is transferred directly from the rail tank car to other packaging, such as a cargo tank motor vehicle; and applicability of the hazmat regulations (49 CFR Parts 171-180) to the installation of multifunction wireless transmitter/receiver systems with redundant backup controls for a specification MC 331 cargo tank motor vehicle in metered delivery service hauling liquefied compressed gas.
