EPA addresses transfer rack vapor balancing

The Environmental Protection Agency (EPA) is revising old rule provisions addressing vapor balancing for transfer racks by providing an additional, equivalent control option, according to the July 28 Federal Register. This option allows routing of displaced hazardous air pollutants vapors to a storage tank with a common header.

The final rule applies to national emission standards for hazardous air pollutants for organic liquids distribution (non-gasoline) that EPA promulgated Feb 3, 2004.

EPA also is adding an option to allow vapor balancing back to the transport vehicle for storage tanks when they are being filled with organic liquids. EPA is withdrawing the proposed amendment to allow vapor balancing transfer rack emissions to a process unit because this option is already available through other language. EPA also is making other changes that are either technical corrections or clarifications.
