As part of a proposed rule relating to the Spill Prevention, Control, and Countermeasure (SPCC) rule requirements, the Environmental Protection Agency is defining loading and unloading racks , according to information published in the Federal Register October 15.

EPA said in the proposed rule (40 CFR Part 112) the agency is providing increased clarity, to tailor SPCC requirements to particular industry sectors, and to streamline certain requirements for a facility owner or operator subject to the rule.

EPA said the loading/unloading rack definition "means a structure necessary for loading or unloading a tank truck or tank car, which is located at a facility subject to the requirements...A loading/unloading rack includes a platform, gangway, or loading/unloading arm; and any combination of the following: piping assemblages, valves, pumps, shut-off devices, overfill sensors, or personnel safety devices."

The proposal addresses other SPCC subjects including those related to agriculture, hot-mix asphalt, general secondary containment, and other various subjects. The proposal can be seen online at the Federal Register Web site.
