A change in the regulations for Spill Prevention, Control, and Countermeasure (SPCC) planning that was reported earlier this month by Bulk Transporter has been published in the Federal Register.

The Environmental Protection Agency (EPA) published the final rule December 26, 2006, that amends certain requirements for facilities subject to SPCC regulations, streamlines options for specifically qualified facilities, and provides exemptions from the regulations for certain vehicle fuel tanks and other on-board bulk oil storage containers.
