TSA seeks comments on FAST card for Canadian, Mexican drivers

The Transportation Security Administration is seeking comments on an interim rule that allows Canadian and Mexican drivers transporting hazardous materials into the United States to use a FAST card for entry.

The interim rule (49 CFR Part 1572) published in the Federal Register August 7 requires that as of August 10, 2006, hazmat drivers licensed in Canada or Mexico to undergo a background check similar to the one required of US-licensed operators with a hazmat endorsement on their commercial driver licenses. TSA has determined that the background check required to obtain a credential under the FAST (Free and Secure Trade ) program meets the background check requirements.
