The Department of Transportation (DOT) is soliciting comments by February 15, 2005, on its research activities and priorities, according to the notice published January 26 in the Federal Register.

The notice is part of the disestablishment of the Research and Special Programs Administration (RSPA), which will be replaced by two agencies, the Research and Innovative Technology Administration (RITA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA).

The new organizations become effective no later than February 28, 2005, according to the DOT information.

RITA is tasked with submitting a report to Congress on the DOT research activities and priorities with a deadline of March 30, 2005.

The reorganization is the result of the Norman Y Mineta Research and Special Programs Improvement Act of 2004 that was signed into law by President Bush November 30.
