PHMSA proposes
narrowing hazmat list

The Pipeline and Hazardous Materials Safety Administration (PHMSA), in consultation with the Transportation Safety Administration (TSA), is proposing to narrow the list of hazardous materials subject to security plan requirements, according to information published in the Federal Register September 9.

The rulemaking proposal also calls for clarifying certain requirements related to security planning, training, and documentation, and incorporates and builds on recent international standards governing hazmat security, according to the information.

PHMSA said it received comments on the original proposal from groups such as the National Tank Truck Carriers and the American Trucking Associations. The agency agrees with certain comments on the issue that it received that the United Nations list of high consequence dangerous goods includes most of the hazardous materials that pose a significant transportation security risk and was used as the starting point for deliberations for the current notice of proposed rulemaking.

PHMSA has posted a table within the notice that lists the materials the agency is considering.

Deadline for submitting comments on the issue is November 10, 2008.
