Storage terminals were reminded that they must register with the Environmental Protection Agency (EPA) by December 31, 2005, if they plan to handle ultra low sulfur diesel (ULSD).

The reminder came June 6 during the Independent Liquid Terminals Association’s 25th Annual International Operating Conference in Houston TX. Without that registration, terminals won’t be allowed to receive or distribute ULSD.

Refineries continue to report to EPA that ULSD will be produced on time and in sufficient quantity, and it will be available nationwide.

There is still concern about the distribution infrastructure, and the EPA’s Paul Machiele explained that the infrastructure concerns have prompted EPA to propose a short transitional period during which ULSD with sulfur content ranging from 15 ppm to 22 ppm would be allowed.

The transition period would run from July 15, 2006, to October 15, 2006.

EPA was unable to propose a more lengthy transition due to strong resistance from heavy-duty diesel engine and vehicle manufacturers, according to Machiele.
