The most up-to-date hazardous materials regulations will be combined with extras in MANCOMM's forthcoming DOT/PHMSA Hazardous Materials Regulations, October 2010 Edition. This compliance product will be available in both book and CD formats.

Like most MANCOMM regulatory publications, this edition will be made with RegLogic, a two-color graphical approach that takes the difficulty out of navigating and reading regulations.

Hazmat regulations are issued by the Department of Transportation, Pipeline and Hazardous Materials Safety Administration (DOT, PHMSA) and govern packaging and transportation of hazardous materials by highway, rail, vessel, and air. These regulations will appear in the new edition:

  • Hazmat Regulations — 49 CFR 100-185 from DOT, PHMSA.

  • 49 CFR A Hazardous Materials and Oil Transportation

  • 49 CFR B Oil Transportation

  • 49 CFR C Hazmat Regulations

Industry issues to be covered will include:

  • Fees are increasing for the statutorily mandated registration and fee assessment program for persons who transport, or offer for transportation, certain categories, and quantities of hazardous materials.

  • Hazmat regulations are being modified to incorporate provisions used in certain widely used or long-standing special permits. Special permits allow for hazardous materials to be transported in a manner that varies from the regulations, so long as an equivalent level of safety is maintained.

  • The clarity of some regulations will be enhanced through minor editorial corrections and regulatory changes. The meanings of these regulations will stay the same, and it will be easier to interpret their meanings.

Any regulation changes published in the Federal Register but not yet in effect will be included in Federal Register Update areas at the end of each section. These Federal Register Updates allow readers to review upcoming rule changes before they affect the business community.
