Fees are increasing for the statutorily mandated registration and fee assessment program for persons who transport, or offer for transportation, certain categories, and quantities of hazardous materials.

Hazmat regulations are being modified to incorporate provisions used in certain widely used or long-standing special permits. Special permits allow for hazardous materials to be transported in a manner that varies from the regulations, so long as an equivalent level of safety is maintained.

The clarity of some regulations will be enhanced through minor editorial corrections and regulatory changes. The meanings of these regulations will stay the same, and it will be easier to interpret their meanings.
Any regulation changes published in the Federal Register but not yet in effect will be included in Federal Register Update areas at the end of each section. These Federal Register Updates allow readers to review upcoming rule changes before they affect the business community.
