Blackmer has announced the appointment of William Erwin as director-military and marine. He is retired from the United States Navy, where he was commissioned as an ensign under the Engineering Limited Duty Officer program. Erwin held the post of assistant repair officer at the Mid Atlantic Regional Repair Center.

Midland Manufacturing, a division of OPW Fluid Transfer Group, announces the appointment of Thomas Zant as president. He spent the past four years with Siemens Water Technologies/USFilter Corp, most recently as general manager of Stranco and Wallace & Tiernan products.

OPW Fueling Components has named Phil Carlin president of its OPW Fuel Management Systems Inc business unit. He will replace David Crouse, who was recently promoted to president of OPW Fluid Transfer Group, another Dover company. Carlin has served as vice-president-sales and marketing at OPW Fueling Components since 2000.

Joe Panella has been promoted to senior vice-president-global sales in Haldex Commercial Vehicle Systems Division. He joined the firm in February as vice-president-North American sales.

FIBA Technologies Inc has added David Wimberley to its production team as plant foreman at the Rayne LA manufacturing and requalification facility. Before joining the firm, he had more than 12 years of management experience as a facilities coordinator, as well as in quality assurance. Carl Gordon, who joined the company at the beginning of 2007, has been hired as FIBA's corporate safety officer.

PeopleNet has named Ron Konezny chief executive officer. John Sarto, the company's current CEO and chairman, will remain chairman of the board of directors for PeopleNet. Konezny has been with the company since its founding in 1994 and previously was chief operating officer and chief financial officer.

Safety Vision announced that Mark Kerr has joined the company as controller. He previously used his knowledge of accounting, internal controls, and risk management to develop and implement the financial infrastructure for Capital 4 Inc.

Reyco Granning, a commercial vehicle suspension product line of Tuthill Transport Technologies, announces the appointment of Steve Denny as national account director-fleets. Before joining Reyco Granning, he led national and global account development and management teams for Fortune 100 companies.

Alloy Custom Products Inc has named Ryan Moulton as sales engineer responsible for the worldwide sale of new cryogenic trailers and storage tanks. Moulton, who joined Alloy in 2001, has held previous positions in engineering and project management.

Pressure Systems International has promoted Steve Ottemann to vice-president of operations and Mike McIver to vice-president of manufacturing. Ottemann joined PSI in 2004 as director of operations. McIver began his career with PSI in 2003 as director of manufacturing.

Comdata Corp, a wholly owned subsidiary of Ceridian Corp, has named John Jabas vice-president of legalization in the company's Regulatory Compliance division. He will report out of Comdata's Irving TX office. Jabas most recently was the head of legalization for Frozen Food Express.
