The Pipeline and Hazardous Materials Safety Administration (PHMSA) has published a rule proposal that applies to explosives storage, but the agency also is considering adding certain other hazardous materials such as those toxic by inhalation.
PHMSA is soliciting comments, including whether enhanced safety or security requirements for storage during transportation should apply to other types of hazardous materials such as those toxic by inhalation, and, if so, which hazardous materials.
The proposal (49 CFR Parts 173 and 177) also asks whether enhanced safety or security requirements for storage during transportation should apply to transportation by all modes or only certain specified forms of transportation (eg, railroad, highway, etc).
Comments must be received by February 14, 2006, according to the information published in the Federal Register November 16, 2006.
