President Bush has nominated Richard Capka as administrator of the Federal Highway Administration (FHWA). Capka currently serves as the FHWA's deputy administrator and previously was the agency's acting administrator. He earlier served as chief executive officer of the Massachusetts Turnpike Authority. A retired brigadier general, Capka was in the Army Corps of Engineers for 29 years.
