The Surface Transportation Board has designated commissioner Wayne O Burkes as its vice-chairman. He succeeds former commissioner William Clyburn Jr, who served in that position during 2001.

James A Rowland has been appointed chief counsel of the Federal Highway Administration. He most recently served as minority chief counsel on the Senate Committee on the Judiciary Subcommittee on Immigration.

Ben T Smith IV, a vice-president with A T Kearney, the global management consulting subsidiary of EDS, will join the Department of Transportation for up to one year to advise on development of strategy and implementation planning for the new Transportation Security Administration.
