The Transportation Security Administration is seeking comments on an interim rule that allows Canadian and Mexican drivers transporting hazardous materials into the United States to use a FAST (Free and Secure Trade) card for entry.

Published August 7 in the Federal Register, the interim rule (49 CFR Part 1572) requires that as of Aug 10, 2006, hazmat drivers licensed in Canada or Mexico must undergo a background check similar to the one required of US-licensed operators with a hazmat endorsement on their commercial driver licenses. TSA has determined that the background check required to obtain a credential under the FAST program meets the background check requirements.
